At 638 AM Thu 24 Feb 2011 NWS reported that above freezing temps on Wed 23 Feb have "ALLOWED ADDITIONAL INFLOWS TO THE WHITE RIVER ABOVE THE HIGHWAY 47 BRIDGE SOUTH OF RELIANCE. ICE JAMS WILL CONTINUE TO CAUSE FLUCTUATIONS IN THE RIVER LEVEL."

Breakup ice jams were causing rapid fluctuations in the river level, with the stage at 16.8 ft at 1015 PM that night. Flood Stage is 15.0 ft. The following morning the stage at 415 AM was 19.4 ft. Minor Flooding was occurring and fluctuations between 14.5 ft and 19.5 ft were to be expected through Thu afternoon. As reported in the River Ice Update 23 Feb 2011 by Meredith Carr, CRREL, on Tues 22 Feb, the stage began to increase again at Oacoma with Minor Flooding occurring and expected to continue. According to the NWS hydrograph at the White River near Oacoma station (OACS2), the stage went below Flood Stage at 515 AM Sun 27 Feb 2011 and has fluctuated +/- 1.0 ft below the 15 ft Flood Stage since. The most recent observed stage was 14.73 ft at 100 PM Tue 1 Mar 2011.

MINOR FLOODING WAS ALSO OCCURRING ALONG WHITE CLAY CREEK...PORCUPINE CREEK...WOUNDED KNEE CREEK...SPRING CREEK...AND BEAR CREEK. By 435 PM weather spotters reported that the jam had broken up and moved downstream, with river levels beginning to fall.

Ice jams were noted to be common at this location, and river level fluctuations of 1-3 ft due to ice action were possible. A NWS Flood Statement issued by the Aberdeen SD Weather Forecast Office at 129am Mon 15 Mar reported that the river level rose to 22.1 ft 12am Mon, which is in the Moderate Flood range. Flood Stage is 17.0 ft The River Forecast at 943am Mon reported that the jam had broken up a little bit with a later River Forecast at 515pm reporting that a USGS visit during the day reported that the channel was open with occasional ice floes passing through.

Prior to its release, the White River reached a stage of 24.38 ft at the Oacoma NWS gage [OACS2], close to the Record Stage of 24.7 ft, bringing the flood waters in close proximity to homes along the river.

Breakup ice jamming was confirmed by the Mellette County Sheriff, reporting the White River to be out of its banks at highway 83 south of Murdo SD. The NWS White River gage [WHRS2] had risen quickly to 14.5 ft. Flooding was also reported from Interior to south of Kadoka, and was expected to continue east to Oacoma, as the jams progressed along the White River. A NWS Flood Warning issued 449am Mon 8 Mar reported the highway 83 bridge jam to be in place south of Murdo, with flooding likely to continue over the next few days as jams break and reform, Additional rain was expected that evening into Tue. The stage was 14.7ft at 5:30am Mon. A 302pm NWS Statement reported that the jam extended from about a mile west of highway 83 downstream to the confluence with the Little White River. At 856am Tue 9 Mar, NWS reported that the jam had moved downstream, allowing river levels to recede on the White River from Interior to Kennebec. The jam reformed along highway 47 south of Reliance, which was causing Moderate Flooding from south of Kennebec to the Missouri River.

Condition changed from "causing flooding" to "released" on 09 Mar 2010 by MLC Flooding was occurring along the White River south of Interior, and along highway 44. The jam continued to cause low land flooding according to NWS Flood Warnings issued over the weekend, with water having risen to the edge of highway 44 south of Interior, as reported 212pm MST Sat 6 Mar. At 301pm Mon 8 Mar, a resident reported that the jam had begun to breakup. The river stage near Interior SD responded, beginning to fall. In a 9 Mar 2010 Flood Statement, NWS reported that the jam south of Interior had released Monday afternoon, 8 Mar, and the White River returned to within its banks, canceling the Flood Warning. EMs suspect that water is running on top of the ice, which will start breaking up Tuesday or Wednesday, in the river channel. According to USGS discharge graph at the gage station near Bruce SD, #06479770, on Saturday 28 March, the ice cover remained in place, and the stage at 1230 pm CDT had receded to 9.08 feet, below NWS Moderate Flood Stage of 9.5 feet, but above Flood Stage, 8.0 feet.

Flood Stage is 17.0 feet. The stage is forecast to rise to near 19.7 feet by Wednesday morning, and fall below Flood Stage early Monday morning, 23 March 2009.

A Flood Statement from NWS Rapid City SD at 431 pm MDT on Tuesday 10 March reported several ice jams along the Little Missouri River which will cause Minor Flooding over the next few days. A Flood Advisory issued by NWS Bismark ND at 824 pm CDT Tues 10 March noted that the jams had led to 'short durations of high water that exceeded natural levees', inundating low lands. The Flood Advisory was in effect for the Little Missouri River from the ND state line to its mouth at Lake Sakakawea. The Flood Warning was continued in a NWS Flood Statement at 133 pm MDT Wed 11 March, until Friday evening, or until canceled. At 115 pm Wed, the stage was 14.6 feet, with Minor Flooding occurring. A NWS Flood Statement at 326 pm MDT Thu 12 March continued the Flood Warning until Tuesday morning, 17 March 2009. The stage at 245 pm Thursday was 14.7 feet, with Minor Flooding continuing. The Flood Warning was canceled on Sunday 15 March. In a NWS Flood Statement, the stage reported at 145 pm Sunday was 9.1 feet, and was forecast to crest at 11.0 feet early Tuesday morning, 1 foot below Flood Stage.

On 07 Mar 2009, NWS-Rapid City reported that the Moreau was running high, but within banks in Perkins Co. The flood warning/advisory for the area were allowed to expire at 10 am (MDT) on 08 March 2009, due to colder temperatures leading to slowed snowmelt. On 09 Mar 2009, at 11:36 am (CDT), NWS-Aberdeen, SD issued a flood warning for the Moreau River near Whitehorse, SD in Ziebach Co. The stage was at 19.88 ft at 7:30 am and 17.2 ft at 9:45 am (CDT), with a rise to 21 feet expected at the gage by evening of 09 Mar 2009; flood stage is at 21 feet. Stages are expected to drop below flood stage on 10 Mar 2009. NWS reported that some flooding was already occurring along the Moreau River near Whitehorse due to ice jamming. The warned area is also under a Winter Storm Warning through 10 Mar 2009, and nearby areas under either a Blizzard Warning, Blizzard Watch, Winter Weather Watch or Winter Weather Advisory. Type of jam is unknown at this time, as ice is known to have been running upstream of Whitehorse in past few days, but not known what the ice condition at Whitehorse was due to earlier large stage rises in February and on 06 Mar 2009 - could be freeze-up as temperatures have fallen into single digits (F) - see attached stage hydrographs at Faith and Whitehorse. A Flood Warning is in effect for the Moreau River near Whitehorse SD issued by the NWS in Aberdeen SD at 729 am CDT Tuesday 17 March 09. The stage at 630 am Tues was 22.9 feet, Flood Stage is 21.0 feet. Minor Flooding was occurring and forecast to continue. Recent high temperatures led to snowmelt runoff and breakup jams causing large amounts of pasture land to flood, with 1-2 foot fluctuations in river stage possible. Levels are expected to go below Flood Stage Tuesday night or Wednesday morning. USGS hydrographn indicates water levels dropped below flood stage on Monday 23 March, rising briefly, and then continuing below flood stage on 24 March.

Stages are expected to rise 2 to 5 feet as ice moves through the river. Butte County Emergency Management reports Arpan Road closed due to high water over the road (Indian Creek). Colder weather is expected to ease flooding concerns. As of Friday afternoon, freezing rain was making travel difficult, if not impossible in area. Ice jam flooding is also expected on Indian Creek and Moreau River in the warned area. Locals are concerned about large ice jam on Belle Fourche at Wyoming-South Dakota border, if it releases, a large flow of water could cause flood problems in town. Local/state EM officials are also trying to dissuade a local rancher from using dynamite if his lands flood, and may yet request technical assistance through the State.
