This sadly is a very common issue in this area when ice and plenty of thawing or rain creates ice jams along the river. Flooding occurred between Gee's Mobile Home Park and Maries Lane. Fire crews from Middlebury responded to the scene and evacuations were handled. Route 287 was closed down by Middlebury fire personnel from Catlin Hollow Road to Route 6 & Route 287 (Wellsboro Junction). PennDOT crews were reported at both locations around 2:20 a.m. All eight victims were transported to the Middlebury Fire Department around 2:50 a.m. Other residents refused to leave their homes. Fire personnel were also able to return to their station around 2:50 a.m. However, they were called back out to assist with flooding around 4:08 a.m. as flooding was reported between Dandy and Donna's Corner Market. The USACE noticed a disparity between the lower pool gage at Lock 5 and Lock 4's upper gage. See the attached plot showing the stage levels in pool 4, from our automated systems. It shows a 3-foot rise in the tail water below L/D 5 last evening, consistent with a fair volume of ice entering the system from the Kiski. It was found that the Kiski released some of it's ice but a lot still remains in tact on the tributary. The jam appears to be approximately 3-4' in height at MM 29.5 and backed up to the lower end of Lock 5. See attached 3 photos, one of Lock 5's lower, the mouth of the Kiski and the jam at MM 29.5. It appears that water is passing through the jam but is restricted causing Lock 5's gage to rise. It normally takes at least a 3 foot rise to start breaking loose the anchor ice from the shore, that is what we are seeing on the Kiski. As the ice gets closer to the Allegheny river it is only a minimal increase in flow/stage so the ice that is there remains and the Kiski ice has moved in and jammed. Weather is favorable to start rotting the ice, this jam further complicates the issues.

Our best estimation at this time is that water is passing though the jam but is restricted causing Lock 5's gage to raise. The Kiski's River has remaining ice about 1-2 miles up from the mouth of the Allegheny and is clear water the remainder of the way. We do not feel at this point it is critical, however crews will continue to monitor the situation and further information will follow if warranted.

A dock still existed along the Youghiogheny River shore but Mayor Michael Cherepko said that was in jeopardy as well. Cherepko estimated damage at half a million dollars but said the marina is covered by insurance. The jam released late on 4 Mar.
